Such a thing has never occurred, but I would have to say that state's do not have the constitutional power to do such a thing. A territory can petition to become a state, but not visa versa. The federal government, to my knowledge, does not have the power to cause a state to return to territory status by act of statute. (It would require a constitutional amendment).
